A three-day conference was held at the Best Western Hotel in Marshalltown, Iowa, May 2,3,4, 1994 for the purpose of bringing together a wide range of people who have a stake in the adoption or use of ESC. Approximately 200 people attended, including approximately 20 members of the Iowa Utilities Board, IES Utilities officials, geology students and educators from Iowa State University and Kirkwood Community College, a group of Bolivians with agricultural interests, members of the Iowa Citizen Action Network, members of the Iowa Groundwater Association, the Des Moines Register, scientists and DOE officials.
The day's agenda included the following sessions:
- Overview of the Cleanup Process
- Designed for technical writers and journalists, this session offered background information on a number of aspects of environmental remediation: steps in the remediation process, the regulations involved, interpreting EPA numbers, assessing risk and defining technical terms.
SPEAKER: David Wonder
- ESC as applied to Marshalltown
- ESC was described in general within the context of environmental management elements: risk, economics, stakeholder involvement, cleanup
problems, and cleanup technologies. Details of the approach, as applied to the characterization of coal tar wastes at the Marshalltown FMGP site were then described.
- Tours of the site - Participants visited the Former Manufactured Gas Plant Site, and viewed more than 12 state-of-the-practice and innovative technologies in action in the field. Contractors were on hand to explain their technologies and answer questions.
- Question and Answer Wrap Up - DOE Headquarters Program manager Carolyn Purdy, Iowa Department of Natural Resources engineer Johanshir Golchin, ESC project leader Al Bevolo, technology provider contractors and others openly exchanged ideas, questions and comments on the ESC approach.
